Gah. People. It wants ip_tables.h (with an underscore), and that's
logically in kernel-source
(/usr/src/linux/include/linux/netfilter_ipv4/ip_tables.h) and
linux-kernel-headers
(/usr/include/linux/netfilter_ipv4/ip_tables.h) packages.
