Well, usually they have DHCP to give you an address, then some sort of
forwarding which takes you to a webpage where you punch in your code
(regardless of what page you requested), and then it unlocks your
access.  But here I wasn't even getting a response to my DHCP requests.

Maybe their router just needed a restart...
