OK, Stop everything....

First, Why won't it play on windows.... Because you have to have either
a codec or a player installed... PERIOD. If you buy an OEM DVD-Rom it
will not come with the software you need. You have to purchase it
separately. (unless you are getting hacked versions of PowerDVD or
WinDVD, which you shouldn't) Why does it work on a player? Because when
you buy the player it comes with both the hardware and software (on a
chip) to play. 

Why won't it play on Linux... This thread has been going on and on and
you have been given the details. First go here:

Then READ what it is telling you. The directions are very very plain.
This guide is the easiest one I have ever come across. In the past I
have had to go through all of the pain you are attempting by finding not
only the codecs, but the non-crippled versions of they players. They
have added the ones (both codecs and players) that you need to the
repositories that are listed in the article. 

As was said in the past, you are making this harder for yourself than
you need to. Have you read any of the links others have provided? This
one above was sent to you about 3 times. Is there some disconnect?
