Isn't that just a symbolic link?  I. e., shouldn't /etc/localtime, which is
really /usr/share/zoneinfo/America/Chicago be more or less the same as
/etc/localtime.rpmnew?  I can't imagine why they are so wildly different if
rpmnew is supposed to be a replacement for the original file.
