Forget it, both files.

1) Fire up Yast, time setting whereever it is, choose your timezone (tell 
   it wether your bios clock is in UTC or Local), Ok, done.

   If you already did that step recently, skip that step completely.

2) Finally, remove the rmpnew file.



Those rpmnew files are created by an rpm update (even a YOU run). But, if 
you don't notice and run yast or otherwise edit the configuration, the 
rpmnew will be in fact older than the active one; but usually being text 
files you can decide which settings to copy from one to the other.
