I have done that and it doesn't currently show any security updates,
just optional updates

Are you running timezone-2.3.5-40.5?  If so, try running SuSEconfig to
create the new /etc/localtime file.
  
That does not appear to update or create a new localtime file.  The date 
on that file shows Sept 9.
