That does not appear to update or create a new localtime file. The date
on that file shows Sept 9.

Run yast > System > Date and Time
change time zone to different time zone and accept
Run Date and Time again and change back to your original setting and accept

If you have the latest timezone update that should update /etc/localtime
That fixed it.
