Converting the files to GB18030 and then piping them into whatever
archiver you prefer seems like the best you are likely to be able to do.

RAR is proprietary; there are multiple versions of the file format;
there are multiple implementations of the decoder for Linux. It would
pay to check exactly what version of all components you are using if you
want to pursue that route.
