I have bought external (serial) hardware modems for as little as (the
equivalent of) $25 USD.  This was 6 years ago.  Surely the manufacturing
cost have come down by now?

Agreed, still nowhere near as cheap as a winmodem, but would you be
willing to pay $15 more for a notebook if it happens to have a hardware
modem in?  I've only had to use my modem once in the last year and a half,
but it would have been worth the money for that one time.
