The quote comes from the upstream freetype author, see
include/freetype/config/ftoption.h:
/* Note that this feature is covered by several Microsoft patents        */
/* and should not be activated in any default build of the library.      */

The default of Freetype2 is to not enable it.  We did not change the
default of the upstream package - it was enabled in the upstream version
we used in 10.1 and it was disabled in the upstream version we used in
10.2.  We just never changed the default settings.
