If two bugs are the same, does it really matter which one gets closed? The 
important thing is that it is reported so it can get fixed, right?

When they see two identical bug reports, they will close one as a duplicate of 
the other, but I don't think anyone really cares about which one was opened 
first.

If, on the other hand, you don't think the other bug is the same as yours, 
then you should reopen yours and say so (and explain why)
