and changing the smart entry in kmenu (w/kmenuedit) from 
  smart
    or
  /usr/bin/smart
    to
  kdesu -c "smart --gui"

will allow the same action as the <alt><f2> entry you descripe below:

The entries/commands in kmenu and <alt><f2> are just graphically
accessable replacements for command line entries/actions.
