I don't know what the reasoning was, but from the bug report I mentioned, I'm 
sure there was one, that it was not an oversight.

Perhaps because X gets started, there was a worry that the log buffer would 
get overflowed and the system would lose log items before they had a chance 
to get written to disk?! I don't know
