During my research I came across one of your inquiries back in May on the list 
regarding the same issue (passwordless logins.)  :-)

You haven't been trying to solve this problem since then, have you?

You need to do some research on 10.2 regarding ssh version vis a vis 10.0 
since the ssh package shipped with 10.0 is cooperating with the 9.3 client.

Other than that I'm out of ideas.
