That's not so bad.  Skype should work on a 1GHz CPU just fine...

Try starting Skype from the command line.  Start a Terminal and type:
skype and hit enter.  Any error messages Skype is generating will be
written to the terminal window.  This will help you (and the rest of
us) figure out why Skype isn't working.

If you only need Skype for a VoIP client, you might want to take a
look at Ekiga (just as an alternative).  I use it over Skype most of
the time... especially when calling land lines.  I can choose my own
3rd partz VoIP provider then.. I use www.freecall.com (they provide
the SIP info you need to log into their SIP server from Ekiga).
