Dudley, I can't speak for the core development team, but I suspect 1.3 will get some attention to fix any major bugs if they are found, but I would expect (and hope) that most of their attention is focused on WW2.
One of the original goals was stated that WW2 will be backward portable with WW 1.3 without any code changes.
