WW1.3 will be supported in the future as well. There are still developers
doing updates to it now and then (me, Hani, Scott etc.). Very soon a WW1.4
version will be released with several performance improvements, bugfixes and
some new features.

The difficulties in porting an app to WW2 depend on what features you have
used in WW1.3. Not all features in WW1.3 are implemented in WW2 (yet). Some
things have changed as well (especially some JSP tags, like property,
action, url), so depending on your usage of them you will have more/less
difficulties.
As others have already pointed out, which version to choose also depends on
how long your development cycle will be, and how critical/heavily loaded the
application will be in case the development cycle is short (I'm thinking
about possible threading issues that only show during high load).
