It's just 2 action definitions in xwork.xml, not 2 classes.

The Xwork Validation Framework does not use the validate() method, it's
based on on Interceptor. I'd really rather not think of "hacks" for
this... If there are good clean ways of making this easier, then by all
means let's do it.
