I finally found the culprit and wanted to close this thread as the solution may be helpful to others.
It turned out to be a bad patch cable that passed testing (with a fairly expensive Gigabit tester) and and also worked with other devices (notebook computers etc.) for networking. While preparing to uninstall and reinstall the OTC server (desperation move) I discovered the bad cable and replaced it. Two different thin client terminals have worked consistently now.
