That would also be my preference.  Note that we could stay completely 
compatible by pretending the server simply doesn't allow plugin upload.  That 
would mean to keep the code that reads the plugin sent by the user and to 
always send the PLUGIN_DENIED response (see plugin_recv in 
openvas-server/openvasd/pluginupload.c).
