Well, by looking sources:

It says "Authentication configuration not found", if file does not exists.
I cannot say much more without modifying source code.
You could try starting openvasmd process under strace like that:
strace -f -e open,g_build_filename,g_file_test -o /tmp/openvasmd.strace.log
/usr/local/sbin/openvasmd and then
then grep auth /tmp/openvasmd.strace.log to find correct location of auth
config filename
