what's the purpose of package rpms without sane dependencies?

in 99% of all cases library-deps should be added automatically in a sane build environment, in that case of a parallel install the SPEC file is missing a "Requires: atomic-sqlite-sqlite"

a maintainer with a clue what he does would notice that "package-cleanup --leaves --all" offers to remove that package even if he has it installed and all *seems* to work
