Regarding the later point:
Without knowing too much about it, I think there are correlates for NASL- 
dependencies, kb and categories.
So what misses are mandatory keys and the require/provide_kb (which are pretty 
much ignored by openvas/nasl developers, afaik).
Or do I miss something?
Maybe I should rtfm.
