Interestingly OpenVPN 3.x already exists, although not in the exact form described on the Roadmap wiki page. At the moment it's client-only and primarily used in various OpenVPN Tech clients (Android, iOS). There is a fairly recent source code snapshot available, but there are no development versions yet. The 3.x client does support multithreading.
