Time scale comes into play when you have so much developer time that
you can start scheduling them...
Seriously, we're way underpowered as far as developers go - stuff like
"look at trac tickets, figure out whether it's a real bug, develop and
test the fix" and "re-work basic socket infrastructure for 2.4, *test*,
and fix platforms that broke" are sufficient to keep us fairly busy
already :-/
