The OpenVPN (un)installer does not remove any files it did not install. 
For example config files won't get deleted.

That said, if you are upgrading from a really old version (2.3-alpha2 or 
earlier) you may need move the configuration files around the files a 
bit: the README file that pops up on Windows at the end of the 
installation has all the details. Another advise for major upgrades is 
to uninstall old version first, then install the new version - otherwise 
some of the old executables and libraries might not get removed properly.
