Hi there, I'm new one here, don't throw stones at me :-)

I have an issue which I'm guessing is related to underlying protocols' MTU, but 
I can't figure it out how to solve it.
Here's the deal: I have two Linux hosts, both running Ubuntu 16.04 LTS, and I 
try to connect them via OpenVPN. One is in Afghanistan and one is an Amazon 
virtual machine. It doesn't matter whether I use UDP or TCP, when I try to send 
packets with a full payload (i.e. 1500 bytes) almost all of them (say at 90-95% 
rate) get dropped. I've tried to play with tun-mtu parameter, setting it as low 
as 1300 bytes, to no luck. Setting the verbosity level to 11 gave nothing as no 
error(s) get caught (so I'm guessing it's the kernel, which drops the packets). 
So I'm asking how to debug this kind of stuff, and where should I look at to 
find the answers?
