The idea was to use "--passtos" since we're using skypeforBusiness on
the clients.

I'd test it then as follows:
1) without passtos anywhere, get a client to connect via S4B without --passtos and record the traffic on the *incoming* interface on the server while the S4B client is running; is the TOS flag set? (it should be) 2) without passtos anywhere, get a client to connect via S4B without --passtos and record the traffic on the *outgoing* interface on the server; is the TOS flag now gone ?  (it should be)
3) add 'passtos' to the server config and restart the server
4) repeat step 3 and see if the TOS flag is now indeed set (it should now be set)
