Well, *if* we can take that log line at face value, you might want to
try reducing the MTU configured in your client.
Other than that, do you see any packets of a connection *attempt*
arrive on the server, or corresponding log entries?
I have encountered situations where I had to use an MTU of 1420 before
OpenVPN would operate correctly over cellular data. It all depends on
how many layers of encapsulation a packet has to go through in a
carrier's network before getting out into the open Internet.
