Sorry, I forgot to answer this. What I mean here is that, whenever the
terminate participant doesn't cancel all the expressions for the
workflow (GET /processes returns nothing), I found that there is one
event cancel missing.

I can tell because I compared the history of the two process
executions. The one that works as expected and the other that leaves
one "sequence" expression.

I hope this explanation makes sense to you....
