I attempted to follow your very good instructions on adapting to the
Windows environment - including adding the "'cloche_nolock' => true"
setting in the FsStorage creation.  In my case I still wasn't able to
get the route-kit to respond as I expected.  It's entirely possible I
set something else wrong, but I also used json_pure as I think I saw
recommended elsewhere.

I may go back to trying to get the Windows environment to work but for
now (since I'm working on a proof of concept) I thought it most
expedient to just go with the Linux flow.
