Coova can be installed either on OpenWRT or debian, ubuntu, ecc.

PfSense zones have to be assigned to a specific interface, so you would 
have to create a different interface, my colleagues suggest a different 
vlan for each group.

For 18 facilities you mean 18 different buldings? Are these on the same 
layer 2 network?
