You can create any template you want. Either one in which you put everything, or multiple templates that you combine as you need, depending on your needs.
A template can be shared, that is, available (for read) to all orgs or can be tied to a specific org. Once you create the templates, you have to assign them to your devices, they do not get applied automatically. Does this answer your question? If not, please give us more details.
