Having a single config-default contain all symbols doesn't prevent you
from doing that ;) I'll look into your issues with 2.6.32 in the next days.
I think that issue comes down to personal flavour, so maybe the OpenWrt
team should define what is the preferred way.
It comes down to who maintains which target and what is that developer's
preferred way to do :)
