I've tested this with ramips board.
Of cause device should be registered but it's intended to be selected
automatically via target board profiling. For now it should be
selected manually.
Without this you'll have to say RTL8366RB/S_PHY=y in target kernel
config which will be applied to all boards what is useless because not
all boards have these switches.
