what's the rationale behind some package (e.g. transmission) not being built
for
a release (e.g. 12.09)?

It's not marked as 'broken', so i don't see any reason why it shouldn't be
built:

Any chance we can see it hit the archive? Or is 12.09 packages archive frozen?Or shall i change my opkg.conf to point to trunk just after installation? IOW, what's the rationale behind pkg management/availability in openwrt? Do we stay on release after installation? Or do we need to add new repository to opkg.conf to get fresh content?
