#16811: ipv6 ra managed bit on with dhcpv6 service disabled

I was able to confirm with radvdump that router advertisement contains the
managed bit set even when dhcpv6 service is disabled. I also tried with
dhcpv6 service enabled but dhcp.lan.ra_management=0 (stateless).
