#16811: ipv6 ra managed bit on with dhcpv6 service disabled

Comment:

 The user should have control over the managed bit and currently there is
 no way to turn it off, even with dhcp.lan.ra_management=0 (stateless).

 This causes problem for client which may expect a managed address, and
 disable slaac, even when no dhcpv6 server is running in stateful mode.
 Turning managed bit off is the only was to force clients to use slaac.

 Please re-evaluate your decision.
