#17730: qos slows ingress traffic after reboot

 When I reboot my Buffalo WBMR-HP-G300H with qos-scripts enabled the
 ingress network rate on my ADSL connection is slowed to down to between
 10% and 12% of the configured ingress rate.

 Running BARRIER BREAKER (14.07-rc3, r42056)

 Specifically speedtest.net measures the rate as
 44ms ping, 0.89 Mbps downstream, 0.85 Mbps upstream

 If I log into the router console and restart qos using

 /etc/init.d/qos start

 then speedtest.net immediately gives the expected downstream rate

 41ms ping, 6.56 Mbps downstream, 0.83 Mbps upstream.

 I'm attaching qos-stat output from both "broken" and "working" qos
 scenarios along with the /etc/config/qos file.

 Note. If I reboot with qos disabled and then I get the expected maximum
 download speed and similarly if qos is started after this then the
 expected shaped traffic is observed.

 I have also observed some situations where issuing qos-stat immediately
 causes the router to reboot. I assume it casues an OOPs but do not have
 console connected to find out what is happening.
