Ok I ran the first 3 tests at the exact same time. I wasn't sure how to go
about pinging my router from the internet. My router connects through a
modem (I have extensively tested to make sure it's not the modem. I even
had my ISP ping my modem 500 times and the result was 0 packet loss) so I
forwarded port 80 on my modem to the router and ran multiple ping tests.
All of them came back with 100% packet loss. I was however, able to access
Luci using my public IP. So I had a friend ping me using paping and he saw
0 packet loss.
