try to change the country.
I had this same problem with a 901nd. was using bolivia and using 24dbm
and about two weeks ago or so I compiled a new trunk version and couldn't
set to more than 20dbm. changed country to US and now I can set 24dbm on
channel 6 and 23dbm on the other channels.
