#19518: Implement WiFi channel optimization

Please, implement a WiFi channel scan & optimization. The current "auto"
setting just uses the lowest channel. In reality it should first scan the
used channels nearby and choose a channel that is most away from the
others being used. That would enhance the proper usage of surrounding
radio links. The scan should be made e.g. every boot to adapt on new
devices in the surroundings.
Somewhat similar has been already implemented for 5 GHz mode to not to
distort radars, but 2.4 GHz would need it too.
