Here's a page on how to get changes into openwrt: SubmittingPatches
Also, you failed to mention what driver you're talking about. For drivers
properly supporting getting survey data via nl80211 (ath9k, ath10k)
autochannel should already work. It's implemented in hostapd.
Either way, bug tracker items are not the place to discuss feature
requests.
