I think that AA12.09 is not really supported any more, but in any case
your problem is related to #18873, which discussed the same problem in
trunk and BB14.07 packages. New grep versions (2.21+) are the new factor
surfacing the problem.
Fix was applied to trunk by r44250 and to BB14.07 by r44251. If AA12.09
packages should be fixed, the same fix should be applied there, too.
Quick personal fix for you: download the clearsilver Makefile from BB14.07
packages and overwrite the Makefile in 12.09 packages. There is no
material difference between the 12.09 version and 14.07 version, except
that character fix and one fix for non-Linux buidhosts.
