#20405: Service telnet does not start if dropbear is disabled

 I'm trying to disable dropbear and enable telnet on my device to see if i
 could increase free memory on my device (16 MB only)
 So i tested solution given on page
 http://wiki.openwrt.org/inbox/howto/telnet_enable
 First, in my opinion the script should test that /bin/login exists or not
 ad then
 launch it with exec /bin/login,
 Second the service telnet does not start even if dropbear is disabled
 In the script /etc/init.d/telnet, the command /etc/init.d/dropbear enabled
 always succeed.
 Stopping dropbear is very dangerous, if like me there no web interface to
 configure the router (always for the same reason that there's only 16 MB
 or RAM).
