#20523: ATM ABI breakage

 I have no idea what
 target/linux/generic/patches-3.18/652-atm_header_changes.patch is for. It
 adds three fields to a user-visible structure, thus breaking the ABI and
 making pppoatm stop working when I test a stock kernel on my OpenWRT
 machine.

 I can't see any other patch which actually *uses* those new fields, and
 reverting the offending patch seems to work fine. Can we drop it?
