I'm not sure cdv is used; why is it different to max_cdv? The new scr and
mbs fields *are* used by the Lantiq driver.
Do these really need to be exposed to userspace? If so, I think the best
way to do this might be to add a new SO_ATMQOS2 sockopt with the new
fields, and leave SO_ATMQOS precisely as it was for backward
compatibility.
