I'm also seeing this bug. If I disable "DHCPv6-Service" in LuCI,
"dhcp.lan.dhcpv6" and "dhcp.lan.ra_management" are both deleted, and when
I run "/etc/init.d/odhcpd restart", new router advertisements go out with
M=1, but no dhcpv6 server is running.
Interestingly, if I manually set dhcp.lan.ra_management=0 and restart
odhcpd, then the RAs go out with M=0, as they should.
This seems to be related to the fact that ra_management=1 was chosen to be
the default, for some reason.
