Comment (by hnyman):

 Are you now using the up-to-date Luci? (the fix from Luci issue 676 is not
 in 15.05 or 15.05.1 releases, so r46767 that you mentioned in your first
 message, still has the bug with setting ra_management=0 in Luci.)

 After the fix discussed in Luci issue 676, setting the stateless-only mode
 via Luci is now possible as long as you still leave the dhcpv6 mode option
 as server. (676 fixed setting the value of ra_management=0 in Luci:
 https://github.com/openwrt/luci/commit/355c21304afb0d388fb8bd6132e0dbcb19f03428
 )

 For some reason, the stateless/stateful option (ra_management) in Luci has
 been marked to be depending from the dhcpv6 mode being server or hybrid.
 If dhcpv6 is set to disabled, that makes Luci to think that the
 ra_management option is unnecessary and Luci deletes it, (which will then
 lead into the default 1 (=stateless+stateful) being used.)

 The dependency might be removed, but I am not quite sure if that is
 optimal. Any comments from cyrus ?
