Currently the Openwrt DD trunk and Chaos Calmer 15.05 source trees do
contain the most up-to-date timezone file published by IANA, 2016c.
Zoneinfo 2016c was published in March 2016 and formally introduced the new
info on Azerbaijan: http://mm.icann.org/pipermail/tz-
announce/2016-March/000037.html
If you compile either a DD trunk build or a new build from the CC 15.05
source tree, you will get the updated timezones available in Luci.
